"Security Council approves the use of force against the regime of Gaddafi"
United Nations, March 17 (EFE) .- The Security Council today adopted a UN resolution authorizing "take all necessary measures" to protect civilians from attacks by Libyan troops and Muammar Gaddafi establishing an air exclusion zone over the North African country.
The measure was endorsed by 10 of the 15 members of the highest international security while none voted against and five abstained.
abstaining countries were Brazil, India, Germany, China and Russia, these last two permanent members of the Security Council and vetoed the measure would have voted against it.
"Today's resolution takes into account the cause of the Libyan people and seeks to end the atrocious crimes against the people who commit the Libyan authorities," he said after the vote, the Lebanese ambassador, Nawaf Salam, a country with France, UK and U.S. promoted the resolution adopted.
The only Arab representative on the Council said Libyan authorities "have lost all legitimacy" and stressed that the measures authorized do not include the country's occupation by foreign troops.
For his part, French Foreign Minister, Alain Juppe, who traveled to New York today to attend the vote, said that Gaddafi is "crush" the will of its people to live in democracy.
"We can not leave the civilian population and victims of brutal repression, we can not allow it to tear down the law and international morality," said the chief diplomat gala.
Juppe said France is ready to act quickly "with our partners and the Arab countries."
Germany said it supports "full" package of economic and financial sanctions that provides for the resolution, but acknowledged that "decisions involving the use of military force is always difficult to take."
"We see great risk and should not underestimate the danger of losing many lives. We see the danger of being involved in a military conflict that could affect a wider region, "said Germany's UN ambassador, Peter Wittig.
The resolution stipulates that UN member states can take "all necessary measures ", which would include air strikes, to" protect civilians and civilian-populated areas under attack in Libya, including Benghazi, "the rebel stronghold.
At the same time, exclude the presence of "any foreign occupation force of any kind, anywhere in Libyan territory."
resolution hardens arms embargo on Libya and reinforces the sanctions imposed last month to Qaddafi and his inner circle of collaborators.
Among the first positive reaction has been the executive director of Human Rights Watch (HRW), Ken Roth, who said that "for the second time in a month, the Council has defied expectations and made it clear that all options are on the table to prevent atrocities. "
"We hope that from now on, the Security Council act in accordance with its obligation to protect civilians in Libya and wherever," said Roth.
